Former Israeli settlement of Netzarim. The construction of a university and a hospital financed by Turkey. Hamas has appropriated the land once occupied by settlements and resells them. These land parcels normally belong to the Palestinian National Authority which is one of the issues on the table in discussions for the re conciliation between Hamas and Fatah.
